The NIH Equity, Diversity, and Inclusion Awards Series honors individuals who have gone above and beyond in advancing diversity, equity, inclusion, and accessibility (DEIA), internal or external to NIH.
Recognizing this caliber of excellence helps foster a culture that embodies inclusive and equitable practices. This series is part of the NIH Director’s Awards.

Harvey J. Bullock Jr. Award for Equity, Diversity, and Inclusion
The Harvey J. Bullock Jr., Award was established in 2016 to recognize employees who champion the ideals of DEIA. This award was specifically designed to recognize the achievements of employees who are not at the senior level (i.e., General Schedule (GS) 12 and below or equivalent) and will be granted to a non-supervisory GS, wage grade, or equivalent employee or group of employees at grades 12 and below who demonstrate the spirit of the award by furthering NIH’s DEIA efforts.
ABOUT: Harvey J. Bullock Jr., a Grants Management Specialist, began his career at NIH in 1961 in the Division of Contracts and Grants, Office of Administration. He was active in both the Washington and National Civil Rights movements. Mr. Bullock graduated from Dunbar High School and American University. He served with the U.S. Army during World War II. As a collateral duty Equal Employment Opportunity Counselor, Mr. Bullock effected change by strengthening communication between labor and management, raising awareness of employee concerns, increasing workplace sensitivity, and promoting alternative solutions to workplace disputes. Mr. Bullock was a pioneer in the pursuit of fairness, valuing difference, and leveraging the talents of the entire workforce.
Yvonne Thompson Maddox Award for Equity, Diversity, and Inclusion
The Yvonne Thompson Maddox Award for Equity, Diversity, and Inclusion was established in 2016 to encourage significant and continued efforts in promoting DEIA at NIH. This award was specifically designed to recognize the achievements of non-supervisory employees at grades 13 and higher, or the equivalent. The spirit of this award honors Dr. Maddox’s leadership and commitment to DEIA and seeks to honor individuals who share that commitment.
ABOUT: Dr. Yvonne Thompson Maddox held prestigious positions at NIH. She served as the Deputy Director of the Eunice Kennedy Shriver National Institute of Child Health and Human Development for many years. Dr. Maddox also served as the Acting Director of the National Institute on Minority Health and Health Disparities, and the Acting Deputy Director of NIH. She is an outstanding scientist and administrator who has championed DEIA within the biomedical workforce and promoted equity in healthcare for all.
NIH Equity, Diversity, and Inclusion Award of the Year
The NIH Equity, Diversity, and Inclusion Award of the Year was established in 2016 to recognize executives, supervisors, or managers who have excelled in furthering NIH’s DEIA efforts. This award is given to leaders who exemplify the ideals of DEIA.
NIH Award for Accessibility
The NIH Award for Accessibility was established in 2023 to recognize the efforts and achievements of individuals who have far exceeded every measure to promote accessibility at NIH. This award honors those who have made significant and continued efforts in promoting accessibility in our workforce. This award is open to all NIH federal employees or groups of federal employees who embody the spirit of the award.
